Black Line Cycling Association is a not-for-profit, volunteer-driven organization whose mission is to realize a multi-use cycling centre in the Elgin-Middlesex region providing the community the opportunity to participate in recreational riding, training, and racing.

BLCA is actively seeking both private sector and municipal partnerships to facilitate the inclusion of an indoor velodrome in a multi-use recreational facility in the Elgin Middlesex Region. Our organization has the capability to secure private investment and donations, which, when coupled with a willing municipal partner has the potential to realize a new centre for cycling excellence.Â
